At half past two in the morning, a pager beside Reema Okonkwo's bed begins to buzz. She swings her legs out of bed, pulls trousers on over her pyjamas, and is out of her front door within three minutes. Somewhere off the coast near Whitby, a fishing boat has lost engine power and is drifting towards rocks in a rising swell. By the time Reema reaches the lifeboat station, six other volunteers are already there, hauling on dry suits and lifejackets. Eleven minutes after the pager first sounded, the lifeboat is powering out of the harbour into the dark.
Reema is not paid for what happens next, and neither are the six crewmates beside her. All are volunteers with the Royal National Lifeboat Institution (RNLI), a charity that has protected lives at sea around the coasts of the United Kingdom and Ireland since 1824, when Sir William Hillary, having witnessed several shipwrecks near his home on the Isle of Man, persuaded a group of MPs and naval officers to found a National Institution for the Preservation of Life from Shipwreck. Two centuries later, the organisation still relies on donations rather than government funding: not a single penny of public tax money pays for a lifeboat, a lifejacket or a drop of fuel.
Around ninety-five per cent of RNLI crew members are volunteers, called out from ordinary daytime lives as electricians, teachers, farmers and shop workers whenever their pager sounds. Reema works as a primary school teaching assistant; her station's coxswain, who commands the lifeboat, drives a delivery lorry. Before joining a crew, volunteers train for months in navigation, first aid, radio communication and boat handling, and every station aims to launch its all-weather lifeboat within ten minutes of a call, day or night, in almost any weather.
The RNLI operates two main types of lifeboat. All-weather lifeboats are self-righting vessels, built to flip themselves back upright if a huge wave capsizes them, and designed to travel far offshore in the roughest conditions. Smaller inshore lifeboats, fast inflatable craft, are launched instead for rescues closer to the coast, such as swimmers cut off by the tide or walkers stranded on mudflats. Crew members return regularly to the RNLI College in Poole, Dorset, where a wave tank and a simulated capsize pool allow them to rehearse worst-case scenarios safely, long before they ever face one at sea.
The scale of this voluntary effort is considerable. RNLI lifeboats launch more than eight thousand times a year on average, and the charity's lifeguards, stationed on over two hundred beaches each summer, respond to thousands more incidents besides. Since 1824, RNLI crews are estimated to have saved over one hundred and forty thousand lives. Yet the most common reason for a call-out is rarely a dramatic storm rescue; far more often, it is something much less glamorous, a boat's engine breaking down and leaving it drifting, unable to steer.
The charity's work stretches well beyond the dramatic night-time launch. RNLI lifeguards patrol beaches throughout the summer months, and education teams visit primary schools across the country to teach children water safety. A flood rescue team, trained separately from the lifeboat crews, is sent to support communities affected by flooding, and even travels abroad when international disasters strike.
None of this comes cheaply. Running a single all-weather lifeboat costs more than £5,000 a day once fuel, maintenance and crew equipment are accounted for, and the RNLI depends entirely on donations, legacies and fundraising events to keep every station operating. For Reema, back at the station and peeling off a soaked dry suit as dawn breaks over Whitby harbour, the cost is measured differently: in the fishing crew who reached shore safely, and in the eleven minutes between a pager buzzing and a lifeboat cutting through the waves.
